Outlawing automatic and semi-automatic weapons won't instantly solve the problem but it will be a good starting point and work in the long run.

Confiscate 10 of these assault type weapons and 9 might be found to take their place. Continued arrest and remove will continue to reduce the number available. Eventually most will be taken off the street.

When the 2nd Amendment was passed guns needed to be manually reloaded after each shot. Permitting ownership of this type of weapon should be permitted, but no weapon that loads and fires automatically should continue to be made available.

All of the alternatives posted - mental checks, drug testing, licensing tests - avoid the issue. Someone may be fully insane but but if a dangerous gun isn't available they can't fire a missing gun.
