Report: Most Waitlists For Housing Choice Vouchers Closed In Illinois

As demand for federal housing vouchers intensifies in Illinois, residents in need of affordable rental housing are encountering mostly closed waitlists for the Housing Choice Voucher program across the state, a new report shows.

The U.S. Department of Housing and Urban Development operates the Housing Choice Voucher program, which provides rental assistance to low-income families and is administered locally by public housing authorities (PHAs).

Of the 71 PHAs with active Housing Choice Voucher programs in Illinois, 51, or 72 percent, have closed voucher waitlists, according to the report from Housing Action Illinois and the Social IMPACT Research Center.

"This means that people in need of affordable rental housing in most every part of Illinois do not have the opportunity to even get in line to secure a federally-funded subsidy that would alleviate their poverty and put their household in a better position to thrive," the report authors wrote.

Housing Activists Call For Better Living Conditions: ‘Building Owner Is A Slumlord’ (VIDEO)

St. Edmund's Village Apartments, a South Side housing complex subsidized by the Chicago Low-Income Housing Trust Fund, is infested with bed bugs, rodents, and mold, according to one tenant and a group of housing activists who protested outside of the nonprofit’s board meeting in the Loop on Tuesday.

The building’s owner, Rev. Richard Tolliver, is a slumlord, the activists allege. He is president and CEO of St. Edmund’s Redevelopment Corporation, which purchased the complex in 1999. He was also appointed by Mayor Rahm Emanuel to serve on the Low-Income Housing Trust Fund’s board of directors.

“The building is crawling with bed bugs, roaches, rats ... it has leaky windows, mold, busted pipes and the management is no good,” said Janet Wilson, 43, a resident at St. Edmund's for more than 13 years. “The mayor has a slumlord on his team.”

Chicago City Council: School Closing Hearing Will Be Held, Homeless Population Questioned

The Chicago City Council will hold hearings on what are rumored to be 80 to 120 neighborhood school closings, according to Ald. Latasha Thomas (17th), head of the council's education committee.

Thomas, who as education chairperson must convene such a panel, has previously been silent on a resolution signed by 32 aldermen calling for a school closing hearing. She told Progress Illinois that she would “absolutely” hold such a hearing.

County Board Could Have Votes For Housing Voucher Protection

Cook County Commissioner Jesus Garcia (D-Chicago) introduced at a county board meeting today an amendment to the county’s human rights ordinance that would give legal recourse to people with federal housing vouchers that landlords discriminate against.

The amendment to the 1993 county law (PDF) has seven co-sponsors, meaning at least eight of the 17 commissioners, or one short of a majority, already support the measure, including board president Toni Preckwinkle (D-Chicago). Garcia anticipates the ordinance will pass through committee in two weeks, and then swiftly see a vote by the full board.

Transforming The Plan For Transformation

Chicago Mayor Rahm Emanuel and the Chicago Housing Authority announced Saturday a “Plan For Transformation 2.0,” in which they will “recalibrate” the Plan for Transformation, a huge undertaking launched in 2000 to relocate public housing residents to mixed-income housing units.
