Semantics?

On WTTW's Chicago Tonight yesterday, co-host Carol Marin challenged GOP gubernatorial nominee Bill Brady about his recent claim that he "never said" he wanted 10 percent "across the board" cuts to state government.  At the outset of the interview, Brady twice deflected the question, saying that it was a "matter of semantics" and depended on "how the question was framed."  Huh?  Watch it:

Just to be clear, as Capitol Fax intern Dan Weber documented, Brady said the following on Friday: "My plan is to reduce government spending by 10 percent like the private sector. ... I've never said 'across the board.'"  And here is a quote from December of last year: “I have called for a 10 percent cut across the board in every area of state government." 

Where exactly do "semantics" come in?
