According to constituents who have received the robo call, a person posing as the congressman asks if his vote in favor of health care reform "would make it more likely or not" that he would get their vote in November. Here's where things get sneaky. Anyone who supports Foster's vote gets an "unable to read the reply" message, according to the Daily Herald. Nobody can tell where the call is originating from or who is paying for the poll.
