Yesterday, a really innovative law we wrote about last year went into effect that enables municipalities in Illinois to alleviate the negative side effects of housing vacancies. Although the banking industry and realtors fought the changes bitterly, a coalition of affordable housing advocates were able to shepherd the bill through the General Assembly largely intact. Those same allies have now posted a "toolkit" for municipal officials interested in learning how to take advantage of the new provisions. It's worth a look.
