Unemployment claims fell in the U.S. last week, but remain high as the economy continues its slow rebound. Unemployment benefit claims fell by 2,000 last week, reaching a seasonally adjusted 402,000. The decrease is the fourth decline seen in six weeks.
Even still, the four-week average for unemployment benefit claims in the U.S. rose to 405,500, after reaching a six-month low two weeks ago.

What I really don’t understand is; ever since last March of 2010 when benefits were capped at 99 weeks and with 15 million unemployed, shouldn’t we have seen claims consistently fall each month as people become exhautees? I don't know what to think anymore!
Its' probably because the measurements are inconsistent.
I know. If you take the number from government jobs created each month and private sector jobs created each month it never adds up.
IMO, there should be thousands nationwide becoming exhaustees every month since March 2010 if there are 15 million unemployed for three years now.

Another thing that concerns me is that there is no discussion about the upcoming UI deadline. While I am not for unlimited unemployment benefits, I still don't feel that there are enough jobs out there for all the current amount of unemployed people.
I have also not seen any type of concrete plan for creating jobs – which should be a major priority.
Yes, they should extend the EUC08 deadline before it expires. Like you said with all the Holidays coming up congress may not do it in time and many may experience another GAP. The lack of urgency congress has showed about this whole recession makes me ill.
I hate to say this but, even if everybody gets what they want from the jobs bill, I don’t see the economy back to normal anytime soon. It may even take until the “roaring twenties”… the 2020’s that is!!!
I do not see it as much of a jobs bill at all. More of a spend and tax bill that may benefit only the unions and Govt employees. The same stimulus bill we had before that was 10 times bigger and created no real jobs or growth in the economy. Remember Obmam said we had to have that one NOW! Unemployment would not go over 8%!! How did that work out? He just setting up his class warfare to take the heat off himself for his election. No real record to run on. The Great Divider doing his best to shift blame and create a divide among the classes. Under his leadership this country is more divided than I can remember in my history. Democracy= United we stand. This is a long term savings. As someone on social security I do understand that they will have to address it. Any changes to social security will not affect those on it now or most likely those over 50. Most likely will move the age up...from 66 to 68 with early retirement at 64 not 62. They could do a means test...those in the very high income area will not collect the benefit. Yet, will still pay into the system. Kind of like a "tax on the rich"!! Social security would be find if they would stop borrowing from it for other Govt programs. After all it is one's own money. Medicare is something else...there is some real problems there. Obama Care has already cut millions out of that program. First thing they need to do is get rid of Obama Care.
Why don't they (the supercommittee) cut the goverment programs that have been funded by borrowing from social security? Apparently, there is no popularity in funding for these "programs" so get rid of them. Get the lobbyists out of Washington. Our country needs medicare AND medicaid because the few employers that are hiring today do not want to pay for healthcare anymore. They hire part time so that they do not have to pay for benefits; mainly health insurance. There are too many working poor that cannot afford private healthcare insurance but the states that set their local policies for Department of Human Services programs lower the income level that even the working poor have a hard time qualifying for medicaid. What is it in Illinois now for medicaid? Last time I looked, it was $1100.00 per month for one person.

This also includes many American banks and businesses, and even many 401k plans that will have "nothing" if Greece failles. Expect also then Spain and Portugal to want bailouts. You could see a collapse in Europe as the dominoes of one country putting the burned upon another, and one falling after another. Germany could devalue their currency, and other EU countries just to stay alive and keep what exports they have. You could see a sudden rise in interest rates and inflation. Eventually, the finance crisis will be global effecting Asia and the US too. Civil unrest will continue. Some say this could be a good thing as it will expose the geed and corruption among financial schemes. This is a very, very serious matter if our stocks fall to 7,000 you could see a run on the banks, grater unemployment, higher interest rates and inflation. What growth we might obtain, will vanish along with billions of your money, and less power to get loans even for countries. You will see major closing of social programs. This problem is global and can not be solved I fear by the US alone.

Also after 45+ years of working I can say that all of my employer's cared very much for their employee's. I am sorry if you seemed to only work for greedy and uncaring people! So the statement that employer's do not care about their employee's is not true of all employer's. I am sure there is just as many employee's that do not care about their employer's and some will even rob from them if they can. That doesn't make all employee's greedy or uncaring!! There was a good comment from the LA Times article you shared about how (working under the table while collecting unemployment benefits may be hurting any real hope for an economic recovery). This makes me rethink my position for extending EUC08 again in 2012. I’m not saying everyone is doing this but most are, which could be the major cause for this lingering recovery. On one hand, I don’t blame anyone giving up their benefits for the same or less money working PT jobs or min wage…. And on the other hand, pulling the plug on EUC08 may be the only way to force people to start contributing to the economic system again.

Today I was out and though I'd walk to the park that the so called protesters were camping out in. I had only really viewed this on the TV news so though I'd check it out for myself. I live about 7 blocks from them on the river in the city. First, there were a lot less there than the media was making out. I'd say 75% were under 25 and did not look like they would take a job if one was given to them. They looked like the same people you see on the bus mall asking you for a cigarette or extra money you may have. It looked like the homeless took it over to me. Three times I was asked if I had any change! They had tents set up and looked as if most just found a place to party and hang with friends. I am now 100% sure this is not the 99%. Most of the people I viewed there did not look like they would even know what Wall Street was. There is no way in hell I'd hang out there at night. I wonder how many had warrants out on them? Very seedy group at best.
Was there anyone going potty in public? Were there porta potties available? I am wondering if it is not to get folks to realize that everyone will look disheveled and homeless in the coming months/years with too many people (7 billion on earth) and no jobs to offer them! And tent cities popping up all over the U.S. This country needs to change - and change fast.
You may have a point. Yes they had porta potties. I just heard that late last night they were blocking a few streets and the people of the city are getting fed up with them. They had a record number of 911 calls to complain about the protesters...the noise level and blocking streets. I wonder if those calling 911 were the real 99%!!! Protesting is one thing and not respecting other peoples rights is another.
I am also having a hard time understanding what the Occupy Movement wants or truly represents. However, as the economy continues declining this group will continue growing.

I think you are going to see some real problems with some of these people getting out of control. I am sorry but some of them look as if some mental heath issues may apply. I think there is no shortage of drugs. It seems the mayors and the police are trying to avoid problems as much as they can. Hoping they will just run their time out and leave. By law you should have permits for this and they do not. In some cities I hear they have been de-facing buildings and breaking windows. I could support the protest if they were really protesting to the heart of the problem. That is DC. From the White House to the House and the Senate. The lack of policies from both parties to turn the economy and create jobs. What the hell does Wall Street have to do with it? It was Obama and our Govt that made the bailouts. This is what disappoints me the most.
Imagine you’re looking at two separate side-by-side live surveillance camera monitors. One live monitor is displaying a building with smoke pouring out of all the doors & windows as most of the smoke detectors continuously beep.
The other live monitor is simultaneously displaying the inside of the local fire station (miles away) showing all the firemen deliberately ignoring the telephone calling for help.
The “building” is the American economy and the “firemen” are every elected official in Washington DC.

I have seen several articles regarding fewer people applying for unemployment benefits, stating it must be a positive sign that people are finding jobs. I truly feel articles like these are misleading. What I believe caused this decrease is the number of people who have exhaused all their UI benefits.

I also know more than one of these type persons. If everyone knows at least one person fraudulently/unscrupulously abusing the system and, I believe EVERYONE knows of at least “one”, wouldn’t this mean that “HALF” the people are receiving benefits they’re not truly entitled to?
I understand how unemployment insurance works. Regardless of one’s income they should be entitled to receive regular benefits “only” because they and their employer both paid into the system. Once EUC kicks-in, all the rules should change for those with handsome bank accounts & assets still requesting help.

Yep, this statement sure was on the online application I submitted when TRYING to get food stamps and I was flabberghasted that they even include this on their application; therefore promoting illegals to sign up for benefits!
Then I got denied because my unemployment income was TOO high! What a friggin joke we AMERICANS are to the foreigners and other countries who benefit from our welfare, free schooling/lunches, no taxes, food stamps, medicaid, etc. I am fed up and maybe a movement should start with taking back from the illegals what is rightfully ours as hardworking American citizens. I truly agree with everything you just said. The problem, (as I see it)is; many of us Americans have the “courage” but may not have the time, health or energy to start a more powerful movement which most of us crave for, and congress fears.

I remember back in 2010 when they extended the extension until December 2011, many had said then that it should have been extended to December 2012.

@Dean I think that when Congress extended the unemployment benefits last year to Dec. 2011; (even though the IDES website notes that extended benefits will not be paid pass Jan. 7th), it was wishful thinking that the economy would be alot better than it is now. I'm not sure why people aren't talking about this more; maybe some have found jobs to get by while others don't have access anymore to phones and/or internet. Its' hard to believe that millions will be terminated from unemployment benefits in Jan. that need them to survive (80,000 jobs last month? Thats' nothing compared to the amount of jobs that need to be created to put a dent in the unemployment problem and I can't believe that 80,000 jobs would push the unemployment rate down by a tenth of a point for the entire country) and will have nothing to say about it.

It would seem unfair to not give them the same 99 weeks that others have received. Not like the economy is doing any better. I am just not sure why you do not see anyone asking for them this time??? Afraid DC will think they can just let it drop this time!! They should get the UI offices more involved in helping people find and take a job. More "hands on" in their help. I would bet that if you had to go out on jobs that the UI office sent you out on and report why you did not get that job, you would see a big increase in those taking jobs. There needs to be more accountability in the program. The real problem will be the over 50 age group. I guess we have to also ask...how long can they keep paying out the money? We are going to start to see states going brook soon...they are not going to be able to pay the Federal Govt back. You are already seeing counties and cities cut, cut and cut again. One town had to cut all of its street lights off at night.
After re-thinking this point I can see that it may not be reality. To get the UI office to take a more hands on approach you would need more employees to help the unemployed. With state budgets that is unlikely! Damn it is like this country is in a big hole and can not climb out!

What I see happening based on this article is now the employer has to determine the value of the new hire within thirty days. I guess with all the cut-backs going on, the probation period is among them. Many years ago, it used to be 6 months then, 90 days and now less than 30 days.
I had to laugh when reading the correction about offering a bad hire severance before the 30 day period. Companies will just do what they always have done in the past, force a bad hire to quit by assigning them task not in their job description like cleaning toilets.

I don't understand the leaders of this country. Congress is balking at 45 billion to continue extended benefits into next year for 2.2 million people yet they gave more than ten times that amount to bail out the banks. These same banks by the way who gave bad home loans to people they knew could not afford them that started this recession in the first place. We elect people to find solutions to our countrys' problems and pay them well for it. When they fail to do the job that they are sent to Washington for, they should be voted out of office. This is the solution that was given to the citizens of our country by the authors of our Constitution.
Not saying they should not extend the benefits for those that did not get 99 weeks. However, on your point about the banks it sounds just as misinformed as the protesters. One...The banks paid the money back with interest to the Govt. Two...A lot of the banks did not want the money. Yet, they had to take it. Wells Fargo was one such bank. Three...It was the Govt not the banks that pushed for those home loans to those that could not afford them. Remember Fredie and Mac...and it was the Democrats that pushed for those loans. We the people backed those loans and are now on the hook for them. We also forget that banks were not the only one's Obama bailed out...just the only one's that paid us back!
Congressman Barney Frank in 2007 pushed hard for a program with Fredie and Mac to give home loans to low-income people. In 2009 he voted against a bill that would of significantly reined in Fannie and Fredie. He was one of only 90 members to do so. That was your bad home loans! Frank should be in jail!!
Something has to be done to help all these people out of work.

IMO, there is “life” beyond phones and/ or Internet! Libraries, toll-free 800 numbers and the good old fashioned $0.44 postage stamp are all still viable options. (Whenever I asked anyone for a stamp they almost always never demanded the 44 cents).
My fear is more & more people are becoming complacent living on food stamps and cash assistance. The longer people are out of work the easier it becomes to lose spirit and will.

For those that have lost their homes in this recession and are living in shelters, R.V.s, cars and friends/relatives and do still have spirit and will; they are most likely using all of their waking hours trying to find work or a way to support their families. Most people do not want to be homeless. For the people who are facing being an exhaustee, they are most likely vigourously concentrating on finding work, not writing letters to Congress. Also, I've heard of many shelters requiring the people staying there to take part in life improving endeavors each day so that they can eventually get back into an independent living situation. There are most likely just as many people who are working that are on food stamps as are people on food stamps and collecting unemployment given the state of our economy and the lack of 40 hr. work weeks and abundance of low wage jobs. I don't believe that everyone collecting unemployment benefits is looking forward to a future of food stamps and cash assistance. I do believe that they want jobs, there are just not enough to go around. Our government should help the unemployed and soon to be exhaustees on their own. Our government knows that there are still 4.2 applicants for every job opening out there. I'm sure that they (Congress) can do the math.

Did not know that myself. Yet, even the lowest has over one year of benefits. And if the UI rate is low in that state then should it not be more likely you could get work? Just saying. I do feel they should pass a extension for those now on tiers. I do not feel we need to go beyond the 2 years. You have to set a deadline. They could save millions if they would have a means test for those going beyond the normal 26 weeks. If I was a wife of a husband earning say 50K or better...then I do not go beyond the 26 weeks. If I had other income that moved be beyond a low income level then nothing beyond the 26 weeks. Seems only fair to me. We do the same for other social programs.
I really feel for veterans -- they deserve better than this.

I have been checking other UI boards where it seems a lot of people have just given up fighting for more benefits. The difference I see now as opposed to back when I was first unemployed back in 2008, is that during this time the unemployed had to fight for each tier that eventually resulted in 99 weeks of unemployment. The group that came after this didn't have to fight for more weeks or tiers, most pretty much had the 99 week benefit option when they initially became unemployed.
I can remember back when this and other boards were full of posters who were providing numbers to call senators and congressmen on a daily basis. This even included contacting senators and congressmen who lived in another state. The majority of us all took the time each week to make these calls. When you ask some of the people today who are unemployed about calling senators or congressmen before the deadline expires next month, some will look at you like you are crazy.
Good point. I think a lot of people felt that after the ext for one year it would be the last one. I had said that at the time. A few people would just keep up with false hope and could not accept the reality that there was going to be no new tiers. Called me neagative!lol...I never felt or counted on more tiers...I knew that there would be nothing after 99 weeks max. I made my plans based on that and did what I had to do to survive. Everyone has their own plans. I think most did just that and moved on. Sorry but I stand by what I posted to Online Blogger about a few that were only for more tiers and now gone as the reality set in after all this time that it is a dead issue.
@Hideinseek, you made so many great points! Yes, I do remember many fighting for the 99ers who themselves would not qualify for a tier 5, (the so-called advocates) already employed. These advocates generally did not support the EUC extension because it did not include the 99ers. This IMO was most of the chatter in unemployed forums which we all see slowly disappearing today.
I also agree with you about states with low UI rates.
To be honest I personally do not see the need EVEN for two years of benefits in a few States. For example; North Dakota has a 3% unemployment rate. I think 60 weeks of benefits (for this State) is more than generous.

VANCOUVER, British Columbia (AP) — A woman at the Occupy Vancouver camp died Saturday after being discovered in an "unresponsive" condition, police say. A Canadian protest organizer said it appeared to be due to a drug overdose.
The cause of death has not been determined but there is no evidence to indicate foul play, police said.
The woman in her 20s was found in a tent by another protester. Paramedics took her to a hospital where she was pronounced dead, Vancouver police said in a statement.
Lauren Gill, an organizer at the camp, said the woman apparently died of a drug overdose.
She said the death highlights the need for more addiction services because drugs are such a big issue in the city.
Gill, who is running as an independent in this month's city elections, said that as an outreach worker in mental health and addiction services, she has seen far too many overdose deaths.
On Saturday, tensions seem to be growing at the site, where one television camera operator was knocked to the ground and some protesters began hassling reporters.
Fire Chief John McKearney ordered protesters to remove large tarps and take down tents after emergency personnel had difficulty getting accessing the site Thursday to help someone who suffered a non-fatal drug overdose.
The protesters initially rejected McKearney's concerns about safety, but removed some tarps.
Mayor Gregor Robertson has said he wants the Occupy protesters to leave the site, but hasn't threatened to force them out or set any deadlines.
This is were this is going. Only a matter of time before we see more of this in our own cities. Here in Portland Oregon the police arrested two guys for selling drugs at the protest hang out in the park. One of the police officers was pushed into the street and hit by a bus...he was taken to the hospital and is doing OK. These protesters are some just looking for trouble. And people like Michael Moore are just aiding them on...playing on their fear and weakness for their own self gain. Why is Obama not talking about it or trying to tell people that this behavior is wrong? He had no problem speaking out about the tea party! He supports this class warfare...it just may come back to bite him in his butt!

Demanding that the mayor enforce the laws of the city about permits. The parks belong to all tax payers that pay to keep them up..not just a few low life's to camp out in and party. People living in the area are calling 911 at night with completes about the load noise at 12am from the park and some fights that have brook out there. Then the protesters blame the police for doing their job. What the hell is this shit that groups of people can just take over a park and do as they like with no respect for others or the law? I just read that Portland’s Lownsdale & Chapman parks will not be available to anyone applying for permits until November 2012. Funny how they used this date, LOL. Also, since the Portland OWS protesters do not have a permit, taxpayers will be responsible for any damages, restoration, or liability.

The Senate is considering legislation this week that would provide businesses with a $2,400 “Returning Heroes” tax credit for hiring an unemployed veteran who has been unemployed for at least a month. Companies that hire veterans with service-related disabilities would receive a $4,800 credit.

A small group has called for help from anarchists groups from Seattle, Oakland and San Francisco to come up and help them riot! Could be as many as 300 looking for trouble. The people of the city are very mad at the mayor who they feel let this go on too long. Some calling for him to step down NOW. Unemployment Extension Update – November 14, 2011
As you know, there are two separate unemployment extensions being discussed in Congress at the moment:
IMO, HR3346 has a fair chance of passing for two main reasons. There seems to be enough support AND it’s being paid for by offsets.
HR589/tier 5, (sitting dormant now for close to two years) has very little to “NO” support from either party, the President and the public. The biggest disgrace of all is; Rep. Barbara Lee & the black caucus never offered a way or offset to help pay for more than 99 weeks of benefits. It is also very disingenuous of her to continue advertising the outdated estimate of $16 billion price tag now that 5 million more exhaustees exist since that original estimate.

@hidenseek, I am also surprised about the lack of focus from the unemployed regarding the upcoming extension. I contacted several congressional offices and the majority of staffers replied that they had not received many calls regarding the extension.
I have also visited other UI boards and it seems the current population of unemployed don't feel there is a need to contact their state political officials about extending the deadline. While most of them have no job prospects and are fearful about their situation, the basic response has been "let's all cross our fingers and hope it gets extended"...
I think Online Blogger is right they will pass an extension of UI under HR3346...both parties will support that one. I think almost everyone knows now that weeks beyond the 99 weeks is a dead issue. I still believe that we may see less action on the sites for that reason. The ones that were really pushing hard before were the ones that were asking for more benefits beyond 99 weeks. 99% of those people have given it up knowing that the reality is there well be no new tiers. Without the hope for more benefits for them they moved on. The real question is how long well or can the Govt keep paying out these extensions? Do we really think UI will drop below 8 or 9% any time soon? It may be a long time; if ever, that we see 5%% UI in this country.

There has never been any hope for a tier 5...take that job. If you are still unemployed after all this time you must be making it. Right now they are not even sure they will ext this next ext at all. The GOP is saying it has to be paid for. And without raising taxes. I am not sure we will see a increase. Yet; you do not see anyone asking for a ext!! Most UI sites are dead and gone. As it looks like this one is also.
I am not that sure we should ext the employee tax cut. We have had it cut for a year and not sure it did that much. Has not sure most people understand that it is robbing the social security fund from those that will use the program in the future. They keep robbing from our social security fund. I say end it. Obama talks like it will be a tax increase...it is not. It just means we start investing in our social security again as we should.
Nothing is working under this President’s leadership, not even tax cuts!
