A Cook County Circuit Court Judge has put a hold on Gov. Pat Quinn's having to pay out 2 percent raises to 300,000 state workers as outlined in their contracts. Last week, an arbitrator said that Quinn had to pay the salary increases that he announced that he was not going to honor at the beginning of the month.
The governor argues that the General Assembly didn't give him enough money in the state budget to pay out the increases. Another hearing on the matter is scheduled for Wednesday.
