A law by the state of Illinois to impose stricter rules for Medicaid eligibility has been shot down by the federal government. The state law would require a month's worth of pay stubs rather than one paycheck for proof of income, while also cross-checking home addresses with driver licenses or state ID cards. But the federal government says the state cannot impose more restrictive procedures than has been declared by the Affordable Care Act.
