The Illinois Supreme Court has upheld the state's construction plan and the funding mechanism put in place for it, which includes video poker. Under the plan, the state gains additional revenue to pay for the construction bonds and interest by way of increased fees to license plate and driver's license costs, additional taxes on junk food like candy and soda pop as well as alcohol and beauty products, and video gambling. The case made it to the state Supreme Court after an appellate court sided with an argument that the construction plan's law tied together too many unrelated issues.
Illinois has already gained $640 million from the increased fees for drivers and other taxes, according to the treasury office's web site.
