The Republican-controlled state Assembly in Wisconsin passed Gov. Scott Walker's state budget over objections from Democrats. After 13 hours of debate, the budget passed around 3 a.m. Thursday, by a vote of 60 to 38 with all Republicans and one independent for it and all 38 Democrats against. Now headed to the state Senate, the budget could take effect July 1.
