Ald. Tom Tunney (44th Ward) re-introduced an ordinance to phase-out a monthly $4 employee head tax at last week's City Council meeting. The city is expected to lose $19.6 million annually, but Tunney -- owner of the Ann Sather restaurants -- argues the tax will stop layoffs and will be a job creator. Mayor Rahm Emanuel made a campaign promise to address the tax.
