In a deal struck less than an hour before the government was poised to shutdown, President Obama and congressional leaders agreed to a budget through September that cuts $38.5 billion. All sides claimed victory for avoiding the shutdown, which would have furloughed 800,000 government employees and closed national parks.
The massive spending cuts are short of the Republican goal of $61 billion, but more than Democrats wanted. Policy riders to defund Planned Parenthood and block environmental services were struck from the final deal. Other riders to deny funding for abortions in the District of Columbia and to fund private school vouchers for D.C. students survived the negotiations.
A days-long stopgap funding bill passed Congress to keep the government running while details of the compromise can be ironed out.
