Cook County is reviving its No Cash Bid Program to aid communities in redeveloping blighted and tax delinquent properties for other things, like housing and retail. Towns that are interested can apply to assume the land so long as they have a plan to develop it. The program would forgive late taxes, penalties, and interest, and the town would in turn receive the deed to the property. In place since the 1990s, the program has helped redevelop thousands of projects in 68 municipalities.
