United and American airlines struck a deal with the city of Chicago that settles much of the disagreements between the two sides in a $1.2 billion project to expand O'Hare airport, clearing the way for the construction of a new runway. Still undetermined is how much the airliners will pay, and where the money will come from to pay for the initiative.
