The blizzard, which has dropped 19.5 inches on Chicago so far caused a power outage at Cook County Jail. The prison is experiencing power issues in each of its 11 buildings, though it has not affected operations.
Meanwhile, Chicago officials helping residents dig out are turning to snow mobiles. Mayor Richard Daley said dozens of snow mobiles are standing by to help with rescue efforts. And in the city's 1st Ward, Ald. Joe Moreno rented four all-terrain vehicles to help clear walkways.
