Attorney General Lisa Madigan is asking the Illinois Supreme Court to freeze an appellate court ruling, which invalidated a $31 billion capital plan. Madigan's office requested a stay of the ruling as it prepares an appeal of the lower court's ruling. On Wednesday, the appellate court found that the $31 billion capital bill (Public Act 96-34) violated the state Constitution's single-subject requirement due to the wide-ranging nature of topics included in the law.
