Hours after the legislature passed a 66 percent income tax increase, a new crop of lawmakers were sworn in and the 97th General Assembly got under way. Democratic majorities in both the House and the Senate are now smaller than they were yesterday, though the leaders of both houses, Speaker Michael Madigan and Sen. John Cullerton, both maintained control.
