The Quinn administration has selected Northstar Lottery Group, a joint venture between GTECH Corp., Energy/BBDO, and Scientific Games Inc., to operate Illinois' lottery system. These three firms have been in business with the state for over two decades, supplying Illinois with lottery equipment, instant tickets, and advertising work. Good government critics questioned the validity of the selection process.
UPDATE (3:54 p.m.): Northstar will receive a $15 million management fee each year of its 10-year contract. The company claims it can boost state revenue by more than $1.1 billion over the next five years.
