A member of Denver's Board of Education, Jeannie Kaplan, is cautioning Chicago Public Schools officials on their plans to restructure the system's debt. She warns that a volatile economy could cause a restructuring plan to cost more in the long-run, which is what, Kaplan says, happpened to her school district. The economic downturn added an additional $20 million in fees to Denver's restructuring plan, according to Kaplan.
