Illinois' five largest employee pension funds may have to sell up to 10 percent of their portfolios in order to make up for the state's missing contributions this fiscal year. Gov. Pat Quinn and Democratic leaders have suggested the state -- for the second year in a row -- borrow the funds necessary to make its annual payment, but Republicans have balked at the idea. No legislative resolution to the funding problem is expected until after the November elections.
