Another Questionable Quinn Veto Would Establish Ethics Petition Process

Gov. Pat Quinn issued another controversial amendatory veto yesterday, adding language to a simple election reform bill (HB 5206) that would establish a citizens initiative process for proposals related to “ethical conduct and campaign finance reform.” Earlier this month, critics questioned the governor for tacking on an "open primary" reform to an unrelated underlying bill.
