A new law signed by Gov. Pat Quinn requires the Illinois Police to test all DNA evidence in sex crime cases, including thousands of back-logged rape kits.
UPDATED (2:47 p.m): The change couldn't come soon enough. After analyzing data from 127 of Illinois' 267 police jurisdictions, a report released today by Human Rights Watch found that a mere 1,474 of 7,494 rape kits placed into evidence since 1995 have been confirmed as tested.
