In an interview with the St. Louis Post-Dispatch yesterday, House Speaker Michael Madigan (D-Chicago) would not commit to raising the state's income tax -- even after the November elections. Madigan said he would later evaluate the state’s spending after Gov. Pat Quinn makes his allocations for the year. Meanwhile, Quinn is still pushing the House to pass a $1-per-pack cigarette tax increase, citing the need to fill an estimated $400 million in spending cuts sent to the governor's desk this week.
