A one-year audit released yesterday by Chicago’s Inspector General says the city failed to disclose nearly $769 million in "direct voucher" payments made with taxpayer money for goods and services it acquired outside the normal competitive bidding process. Of that money, the city inappropriately awarded $14.2 million in no-bid contracts between October 2006 and 2007 on items such as furniture rental and the purchase of grocery gift cards.
