An amendment preempting stricter state regulation of national banks on a case-by-case basis passed the U.S. Senate 80-18 and will be included in the financial reform package that's moving through Congress. Illinois Attorney General Lisa Madigan and other consumer advocates have repeatedly warned that more regulators are needed to crack down on fraud and abuse, not less. This measure is similar to the language written by Illinois' own Rep. Melissa Bean in the House version.
