While the Democrats had hoped to wrap up their business in Springfield today, House Speaker Michael Madigan adjourned his chamber this evening without a state budget in place. He told the lawmakers: "When we are prepared to finish our business, we'll come back to Springfield for one or two days -- hopefully no more."
Earlier in the day, the House had failed to pass a borrowing plan that would allow the state to make its upcoming contribution to the pension system. Lawmakers also defeated a bill containing considerable spending cuts and remained hesitant to pass a $1 cigarette tax increase.
