More than one month after outlining Senate Democrats' agreed framework for reform, State Sen. Kwame Raoul has introduced a proposal (SJRCA 121) to overhaul how Illinois draws boundaries for legislative districts. While similar to the Fair Map citizen amendment proposal, Raoul's measure still gives lawmakers the first chance to draw the state's map, a decision with which good government reformers aren't entirely comfortable.
To qualify for the November ballot, the proposed amendment must be passed by three-fifths of both chambers of the legislature by May 3.
