State Sen. Susan Garrett (D-Lake Forest), a leading candidate to fill Scott Lee Cohen's vacancy on the Democratic gubernatorial ticket, told the AP Tuesday afternoon that Gov. Pat Quinn and other Illinois Democrats have not cut costs enough to warrant an income tax increase. "The message," she said, "has not been articulated to the general public."
In an interview with the Capitol Fax, she also suggested that pensions reforms must come before lawmakers implement a tax hike. Watch it:
