Chicago Mayor Richard Daley signaled yesterday that he'll soon unveil controversial recommendations to overhaul the city’s employee pension systems. Daley said not yet released any details but suggested he'll target "double-dipping," in which someone retires from one government job and collects a pension while holding down another.
