The Illinois Senate failed to pass a short-term borrowing proposal today to pay for outstanding Medicaid reimbursements. Under the measure, the state would engage in a $250 million short-term loan to cover Medicaid payments, which in turn would have netted the state $400 million in federal matching funds. State Sen. Donne Trotter (D-Chicago) used a parliamentary maneuver to keep the bill -- which failed by a single vote -- alive.
