Far South Side Ald. Anthony Beale (9th Ward) says he has enough votes to break a stalemate that has prevented Wal-Mart from expanding in the city. His proposal would bypass a controversial project in the 21st Ward, instead focusing on plans to build a store in Pullman Park. "I'm confident I have the votes," Beale tells the Sun-Times, predicting the Chicago Plan Commission and full City Council will approve the project in March and April, respectively. "I'm floating around 34 or 35."
