When Illinois lawmakers legalized video gaming last year to help fund a $31 billion state capital bill, they gave towns and counties the right to bar the machines. So far, 40 communities have done just that. Now State Sen. Mike Jacobs (D-East Moline) is pushing back. Jacobs introduced a bill that would require those towns and counties that have opted out to either make up the lost gaming revenue themselves or forfeit some capital funding. "People voted for the capital bill. They wanted all the money it provides, but they don't want to pay for it," Jacobs tells the Sun-Times. "There has to be a consequence."
