Lame Duck Session Ends Without Vote On Pensions, Lawmakers Plot Next Moves

The lame duck session came and went without legislation passing on pension reform in Illinois. Now that the new General Assembly has been sworn in, the next phase in the ongoing journey towards pension reform in Illinois begins.

The We are One Coalition, a group of about 20 Illinois labor unions, which collectively represent more than 1 million members including police, firefighters and teachers, is calling on lawmakers to sit down for a summit to work together on a comprehensive pension reform deal that would be palatable to state government and well as public workers and retirees.

Illinois Gaming Expansion Still Not A Solid Bet

On election day, Illinois Democrats gained super majorities, or at least 60 percent of all seats, in both the state House and Senate. This lets Democrats override any veto from Democratic Gov. Pat Quinn, if the party were to vote in unison.

The idea of a Democratic-lead General Assembly overriding the wishes of a Democratic governor sounds unusual, though it might bear some relevance on the still tangled issue of gambling expansion. Read more »

Pat Quinn's Roadmap Toward A Gambling Bill - And Lou Lang's Skepticism

Gov. Pat Quinn vetoed legislation to expand Illinois gambling at the end of August, but he also may have laid the framework for compromise in the fall veto session. Quinn dropped his objection to slot machines at horse racing tracks and set in motion a plan to link gaming revenue with replenishing the state education budget.
